Update a voice phishing template

Updates an existing voice phishing template; requires voice phishing to be enabled on the tenant. Platform library templates can be updated too: the save produces a customised tenant-local copy that overrides the platform template of the same name — the shared platform original is never modified. Rejects the update if no template with this name exists in either library.
