Lists all training modules available to the tenant: the platform library merged with the tenant's own custom modules (a custom module overrides a platform module of the same name). Each module is returned with summary stats (name, passing score, completion time, difficulty, category, language and custom metadata) and a "library" field indicating "Platform" or "Customer Managed".
