Re-delivers a campaign's phishing (or voice-phishing) material to a set of employees (e.g. all non-clickers) in one call, looping the same per-employee resend the console uses. Sends are queued asynchronously, so per-recipient failures may surface after the call returns. Not idempotent: duplicates are de-duplicated within a single call, but there is no cross-call or original-campaign dedup — passing an address again resends to it.
