Admin-only read of the tenant's comprehensive setup checklist — the same signals the in-product AI Program Manager uses. Returns the plan tier, a completion percentage, each checklist item's status (configured, not_configured, satisfied_by_alt, requires_unmet, tier_locked, ignored) and a prioritised list of recommendations for unmet items, each with a call-to-action. By default only unmet/actionable items are returned; set includeConfigured=true for the full board. Enterprise-only items on a Free/Professional tenant are returned as tier_locked (recommend an upgrade, not the config action).
